Profootballtalk.com is reporting that the Steelers don't plan on using the franchise tag to keep Mike Wallace around and it looks like the he is going to to be the #1 target for the Miami Dolphins this off-season.

The Dolphins have a bunch of cap room and plan as the article says "generate excitement in the fan base, and sell some tickets jerseys and hats with the soon to be unveiled new team logo."

The report says they plan on offering Wallace somewhere around 5yrs 60mil deal (12mil a year)
